GERVAIS, OR – The Gervais School District (GSD) is pleased to announce the selection of Kirby Nagelhout Construction Company (KNCC) as the Construction Manager/General Contractor (CMGC) partner for the district’s bond-funded improvement projects. The Gervais School District Board of Directors formally approved the selection during its meeting on February 20, 2025, authorizing the district to proceed with contract negotiations and project implementation.

This selection marks a significant milestone in the district’s commitment to delivering much-needed upgrades to school facilities, ensuring safe, modern, and functional learning environments for Gervais students and staff. The bond projects, approved by voters in 2024, will address critical infrastructure needs and enhance educational spaces across the district.

Transparent Selection Process

To ensure a fair and competitive process, the Gervais School District conducted a thorough evaluation of potential CMGC partners. The district publicly advertised its intent to utilize the CMGC contracting method on November 6, 2024. The Local Contract Review Board reviewed the Findings of Fact on November 21, 2024, and directed the district to proceed with the process.

A Request for Proposals (RFP) was publicly issued on December 4, 2024, and a mandatory project walk-through was conducted. By the January 7, 2025, deadline, six contractors had submitted proposals. An evaluation committee reviewed and scored all proposals, creating a shortlist of four highly qualified firms. The shortlisted firms participated in interviews on January 22, 2025. Following a rigorous evaluation, Kirby Nagelhout Construction Company emerged as the highest-scoring and preferred contractor by the interview panel members.
